It most likely conflicting with hyrdocraft I have had it happen with other types of seeds before. I had the same problem with hydrocraft, install the cheat mod and Learn all recipes. It’s the only way I found to be able to sow seeds. I assume it’s in a book somewhere….

About the seeds, you do need to resow the plot every time after you harvest and put in new seeds. It would be nice if you didn't have to do that, because at the moment it is definitely a possibility to run out of seeds and in real life you can easily keep using the same plant without having to replant it everytime. #6.And parched just means they were not watered in a while so you better not delay the harvesting. Usually plants give about twice as many seeds when harvested as you needed to plant them. So about half of your crop you can harvest as soon as it is ready - no need to wait for seeding phase.
